ETKİM and EduEvidence Sign Letter of Intent to Advance Evidence-Based EdTech in Turkey
London, UK — A significant milestone was reached at the Türkiye Pavilion during the BETT Global 2026 exhibition, where the Turkish Education Technologies Research and Development Center (ETKİM) and EduEvidence signed a Letter of Intent to strengthen evidence-based evaluation and certification of educational technologies in Turkey.

The agreement was formally signed by Mustafa Canli, Director General for Innovation and Education Technologies, Ministry of National Education (Türkiye) and Prof. Natalia Kucirkova, Chair of Academic Advisory Board for EduEvidence and Director of the International Centre for EdTech Impact, in a ceremony attended by numerous education stakeholders and sector representatives.
Under the Letter of Intent, Turkey will work with ICEI–WiKIT to develop a robust, research-driven certification and evaluation mechanism for EdTech solutions. This mechanism will adapt EduEvidence’s internationally recognised certification scheme based on the science-based 5E Framework (Effectiveness, Efficacy, Equity, Ethics, Environment) to the Turkish context. The partnership will reinforce ETKİM’s ongoing work on piloting and impact measurement of local EdTech tools.
In particular, the partnership aims to:
- Strengthen Turkey’s national capacity for evidence-based EdTech evaluation
- Support the growth and credibility of local EdTech startups
- Ensure sustainable innovation in digital education
- Provide teachers, school leaders, and policymakers with transparent, validated information on the impact of both domestic and international EdTech solutions
By aligning national efforts with global standards, this collaboration is expected to enhance the visibility and quality of EdTech offerings across Turkey’s digital education ecosystem.
The Letter of Intent reflects a shared commitment to advancing innovative, high-impact educational technologies and to supporting entrepreneurs whose solutions can transform teaching and learning. Through this cooperation, Turkey takes an important step toward building a coherent, evidence-driven EdTech infrastructure that empowers learners, educators, and decision-makers alike.
